Quota Squared Loads

Quota Squared Loads is a sequential proportional voting system that uses approval ballots. It is similar to Sequential Ebert, but tries to elect more utilitarian candidates early on.

Each elected candidate has a load that is spread equally among their approvers. For each not yet elected candidate we calculate the increase of sum of squared loads if that candidate was elected. If there is a candidate which would yield an increase of less than inverse value of Hare quota, then we elect the most approved such candidate. Otherwise we elect the candidate that would yield the lowest increase of sum of squared loads.
