Maybe as a concrete example of how this might make a difference, I figure if you have an example like:

Edit: Never mind, I found out that ties are allowed from https://en.wikipedia.org/wiki/Talk%3AKemeny%E2%80%93Young_method#Ties_--_in_sequence_scores.
