Every voter gives a ranked ballot with an approval cutoff. First, the two with most approval are determined. Between these two the winner is decided by looking at all ballots for who is more often ranked ahead of the other.
This should pass FBC (in a stronger way than pure approval because aside from putting compromise candidates above the cutoff there is no incentive to put a compromise candidate in the same position as the favourite) and Condorcet Loser and below-cutoff-no-harm-or-what-it's-called.
