Definitions

A blank ballot is a ballot that fails to indicate any preference between any of the candidates.

Statement of Criterion

The addition of one or more blank ballots cannot change the winner.

Fails: Median Ratings, CDTT,IRV (and CDTT,MMPO, etc.)
