STV-CLE (Single Transferable Vote with Condorcet Loser Elimination (STV-CLE) is a preference voting system for multi-winner elections. It is like STV except that elimination of candidates is based on a Condorcet ranking, rather than on the number of first-choice votes.

Step 1: Set a winning quota.

For example, the Droop Quotaquota or the Hare Quotaquota

Step 2: Compute the elimination order.

Suppose the NewlandH-BrittonB quota (votes/(seats+1) = 90/3 = 30) is used.

The Condorcet ranking for these ballots is A>C>B>D, so the elimination order is D,B,C,A.
Line 108:
The winners are Andrea and Carter.

When there is no Condorcet loser, or no Condorcet ranking, it may be possible to instead use the ranking produced by any Smith-efficient Condorcet method which outputs a Smith set ranking to figure out who should be eliminated next.

Using a Condorcet method that passes local independence of irrelevant alternatives provides an additional benefit: elimination doesn't change the relative order of the other candidates. That is, recomputing the Condorcet ranking every time someone is eliminated would have no effect; only after a candidate is elected and surpluses redistributed would the ranking change. STV-CLE with such a method is thus more self-consistent throughout eliminations than using one that doesn't pass local IIA.
