Support/Include/Reject (SIR) voting works as follows:
Voters can Support, Include, or Reject each candidate. Find the two candidates rejected by the fewest voters; of these two, the one who's supported by the most voters wins.
There is an option on the ballot that a voter can check so that all their blank votes count as "Reject".
