:: It sounds to me like it's advocating a method using floating or adjusted "quotas", where you start with a very small quota and increase it. This would presumably make the method more analogous to divisor methods. I agree that it's unclear, and it seems to be describing a new method, so it might be better to just remove the whole thing if we can't figure out what it's saying.
