Unclear description?

*One possible way to address free-riding in some ranked voting methods based on quotas...*

The description here is a bit unclear, but depending on how I interpret it, it sounds like it either means "use the Droop quota" (already the smallest possible quota) or "use Jefferson's method." --Closed Limelike Curves (talk) 02:52, 9 March 2024 (UTC)

It sounds to me like it's advocating a method using floating or adjusted "quotas", where you start with a very small quota and increase it. This would presumably make the method more analogous to divisor methods. I agree that it's unclear, and it seems to be describing a new method, so it might be better to just remove the whole thing if we can't figure out what it's saying.
