Partitionable

A system is not Partitionable if a candidate or party can win in a large constituency but would have lost in a plurality of constituencies equal to the large constituency.


Partition the voters into two subsets, such the Northern and Southern ones. Suppose that the same candidate X is elected by the North and by the South. Then X must be elected countrywide.
