It would seem that the dudes who drafted the United States Constitution left a few things out. You know, like what sort of rights that the citizens of the new country should have in exchange for respecting the authority of the federal government. This became the first ten (or so) amendments to the freshly inked replacement for a different document with a few articles in it. Some people call a "document with a few articles in it" a newsletter or a magazine, but it wasn't exactly either of those.
