Voters can Support, Include, or Reject each candidate. Find the two candidates rejected by the fewest voters; of these two, the one who's supported by the most voters wins.

There is an option on the ballot that a voter can check so that all their blank votes count as "Reject". If a voter does not choose this option, their blank votes count for a given candidate count as "Include" for a number of voters equal to the number of voters who supported that candidate; and then as "Reject" for all further blank votes. In this way, blanks for a well-liked candidate mostly count as "Include", but blanks for relatively unknown candidate mostly count as "Reject".
