I'm trying to think if there are cases where this would be rational behavior, and thus, not really a flaw. Perhaps Population A would elect Candidate Z for entirely different reasons than Population B would, but would not want the interests of Population B to be represented if the populations combined. I guess I am arguing that a voter's choices may change depending on the makeup of the voting population.
