3-2-1 voting - resolving ties

If there is a tie between the final 2 contestants in 3-2-1 voting, all 'good' votes count as 2 points and all 'OK' votes as 1.

But if there is still a tie it will be resolved randomly. Why not look at which candidate has fewer 'bad' votes first?
