: According to the first line, it's stricter (if X wins in a plurality of the constituencies, then X must win in the combined constituency; you get consistency if you replace "plurality of" with "every"). But according to the second line, it's the same thing as Consistency. I think this page can be deleted; at least, I haven't heard anyone use the term on EM. Is this equivalent to the Consistency criterion? - User:BetterVotingAdvocacy

According to the first line, it's stricter (if X wins in a plurality of the constituencies, then X must win in the combined constituency; you get consistency if you replace "plurality of" with "every"). But according to the second line, it's the same thing as Consistency. I think this page can be deleted; at least, I haven't heard anyone use the term on EM.
