It will take a while to create this thing. Probably weeks. Input is solicited and appreciated.

So far there is no ineterst. That is not surprising. I will make contibutions as and when I feel inclined to do so but it is in a wiki so that I am NOT the author. I need to stay out of it an let other people do what they will. They can define different mechanisms or add new ones as they may please. They can throw my stuff away and start over. It has been 4 months now and not one comment do I see. But I will keep putting my ideas together and see if I can get people to understand and accept them. The problem to be address right away is voter registration. When I look at how that is done now it is not actually all that discerning. There is no chaeck on citizenship and no real check on residency. If the voter says (s)he is a citizen and a resident of a certain address then that is the end of it. Perhaps they must show a drivers license. That's about it. I have decided to do it using credit cards. IF you have a credit card then that will say you are a living breathing person and in order to be a registered voter in this syustem you must buy a bumper sticke or a snappy button that you can wear on your shit or a ball cap or something. The registrar (that would be me for right now) would not know anything about your credit card number or your name or your address. Nothing about your personal information at all OTHER THAN YOUR ZIP CODE. Once the credit card companiy says you are a legitimate person then the registrar will assign you a voter identity and a password. The money (Say $5) goest to pay for the transaction costs (the credit card company won't do this for free) and the item you purchase form the vendor of the item (we don't sell stuff). The registrar will get _NO_ money out of this so do not ask us for a refund or an accounting of the funds.
