This definitionset of rules is written with some effort toward legal precision (thus the use of [http://lexicontools.com/defined_term.php capitalized defined terms]). The goal of MAF is defined, then the key set of definitions (the "Pools" of candidates advanced to the general election in this system), and the rules for populating the Pools of candidates.
