EAR vs multi-member Bucklin

this isn't the same as Bucklin. EAR is proportional whilst multi-member Bucklin allowed bullet voting and has no quota. unsigned comment -- Philpope 21:00, 11 October 2021‎ (UTC)

That's what the "transferable vote" part of Bucklin Transferable Vote refers to: a quota mechanism with "transferred votes" (reweighting after election).
