Send a copy of sheet2 to Central Counting. Can’t be more than all 1000 rows, right? Unlikely that every odd combination of preferences will occur in a meaningful election. But with 10 candidates x 4 choices x 2 operators (= or >) between each, how many is that? Take a reasonably limited US presidential election (say 40 candidates, pick your top 10). How many different voting combinations will that actually come out to in each ballot box? In total? Five million is my spreadsheet's limit.
