I wrote a little about the motivation for Webster over Jefferson as part of the derivation for Single Distributed Vote. In the section called Single_distributed_vote#Proportionality_Threshold. Since highest averages methods do not satisfy a quota rule there is a trade off. Jefferson guarantees the lower bound of the quota while Webster is more calibrated on average to a Hare quota. It is nearly the same debate as the Hare vs droop quota debate --Dr. Edmonds (talk) 01:15, 24 March 2020 (UTC)
