For proportional representation, what about creating a system that's a hybrid of explicit approval and STV.

The ballots would have three bubbles per candidate ("Approve", "Neutral" and "Disapprove"). The first round of the election would be counted using explicit approval voting. Subsequent rounds can just use the standard STV elimination technique (see wikipedia:Single-transferrable vote).
